NATURE OF WORK

This position performs high-level professional and administrative work in planning, managing, and coordinating transportation projects and initiatives. It includes interagency coordination, legislative analysis, project funding, and regional planning efforts.
 
The full salary range for this position is stated above. Starting wages are negotiable and dependent on the qualifications and experience of each individual candidate. 
 
ESSENTIAL DUTIES
Duties are illustrative and may include additional responsibilities as assigned.
  • Lead and coordinate long- and medium-range transportation projects aligned with Town goals.
  • Prepare and maintain transportation plans and policy documents in collaboration with Town departments.
  • Represent the Town with regional, state, and federal transportation agencies, including DRCOG, CDOT, FHWA, NATA, and the North I-25 Coalition.
  • Coordinate public transit programs and serve as liaison to advisory boards and community groups.
  • Negotiate funding and represent the Town’s transportation interests at all levels of government.
  • Support or lead Colorado Public Utilities Commission filings as needed.
  • Collect, analyze, and present data on current and proposed transportation infrastructure.
  • Prepare grant proposals for state and federal transportation funding.
  • Analyze legislation and recommend Town responses or positions.
  • Support the Comprehensive Plan, master plans, and the Capital Improvement Plan (CIP).
  • Review CIP and identify external funding opportunities for transportation priorities.
  • Provide supervision for consultants and staff on transportation-related projects when assigned.
  • Respond to complex transportation inquiries and conduct related studies or field investigations.
  • Stay informed on trends and best practices in transportation planning and policy.
  • Represent the Town in meetings and public forums; prepare visual and written presentation materials.
  • Coordinate large development project transportation improvements with the TMP and each other to ensure timing aligns.
  • Inventory various transportation obligations assigned in development agreements.  
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of:
  • Transportation planning principles, policies, and modeling techniques.
  • Federal, state, and local transportation regulations and procedures, including DRCOG, CDOT, and Town codes.
  • Short- and long-range planning, public administration, budgeting, and capital project management.
  • Complete Streets, strategic planning, and research methodologies. 
Skill in:
  • Interpreting and applying regulations and policies.
  • Project management, goal setting, and policy development.
  • Oral and written communication, including public speaking and visual presentation.
  • Negotiation, conflict resolution, and building consensus.
  • Public relations and community engagement.
  • Working effectively with diverse stakeholders and cross-functional teams. 
Ability to:
  • Analyze problems and propose actionable solutions.
  • Work collaboratively and communicate with diplomacy.
  • Develop and lead meetings, workshops, and presentations.
  • Use office software, GIS, and transportation planning tools.
  • Manage multiple priorities and adapt to changing demands.
  • Work beyond standard hours as needed.
  • Maintain effective relationships with internal teams and the public.
EDUCATION AND EXPERIENCE
  • Bachelor’s degree in Civil Engineering, Transportation Planning, Geography, or related field.
  • 7+ years of progressively responsible transportation planning experience.
  • Professional Engineering (PE) license in the State of Colorado or American Institute of Certified Planners Certification from the American Planning Association (AICP) required.
  • Valid Colorado driver’s license required. 
WORKING ENVIRONMENT / PHYSICAL REQUIREMENTS
This position operates in a typical office environment with occasional fieldwork. Must be able to lift up to 10 pounds. Regular use of a computer, phone, and other office equipment required. Role involves regular walking, sitting, and standing, with occasional bending or climbing. May require attendance at meetings outside standard work hours. Environment involves frequent interruptions and multitasking.

Compensation: $86,851.00 - $108,564.00 per year
